When you find the red scarf, you have to go to the Ski Store and talk to the person working there. The penguin'll ask you for help and help him 
THEN! Go to town and you should run into another penguin. She'll say she's cold and wants her jacket. Go to the Iceberg (big block of ice with nothing on it) and uncover the jacket using the Dust Remover in your Spy Gadgets.

After you bring the jacket to the penguin, a penguin missing a scarf will talk to you. There! End of mission
